China-Laos Railway Reshapes Regional Geopolitical Landscape

Economic Growth and Strategic Influence in Southeast Asia
The China-Laos Railway, a $6 billion project that opened in December 2021, is significantly impacting Southeast Asia's geopolitical dynamics. This railway, which will soon provide a direct route from Kunming, China, to the Gulf of Thailand, symbolizes China's ambitious regional expansion under its Belt and Road Initiative (BRI).

Initially planned with 32 stations, the railway now has 10 passenger and 10 freight stations, with further expansions underway. Managed by the Laos-China Railway Company, a joint venture in Vientiane, Laos holds a 30% stake through the Lao National Railway State Enterprise, while Chinese state-owned enterprises cover the remaining share. The funding structure includes a 60% loan from Eximbank of China and 40% equity investment from each nation.

### Economic and Political Implications

While the railway promises economic growth for Laos, it also deepens the country's reliance on China. Daniele Carminati, a visiting lecturer at Mahidol University International College, highlights the potential for local employment and business growth near railway stations but also warns of increased political influence from China.

"The influx of Chinese investment may bring short-term gains, but the long-term consequences could entrench Laos in a cycle of debt and subservience," said Carminati.

### Local Impact and Currency Use

Despite regulations mandating payments in Lao kip, many transactions at railway stations are conducted in Chinese yuan, reflecting the high number of Chinese tourists and business travelers. Phetsamone ‘Mone’ Vilaysack, a cashier at a Vientiane train station, noted that the operation is largely run by Chinese companies, which influences the acceptance of yuan.

### Future Developments and Concerns

The railway has recorded significant usage, with over 10,000 trains and 8.7 million passengers from January to May 2024. Laos and Thailand plan to initiate a trial run of a Vientiane-Bangkok railway link in July 2024, aiming to establish the first rail link between Thailand and China.

However, the project's financial implications raise concerns about Laos' mounting debt to China, which exceeds 100% of its gross domestic product. Critics argue that such projects increase China's leverage over Lao infrastructure and resources, potentially compromising the country's sovereignty.

"The main challenges, beyond technical ones, would be for China to build a credible narrative ensuring they will not take advantage of their role while respecting the receiving countries' sovereignty," said Carminati.

The railway is part of China's broader vision for the Kunming–Singapore Railway, linking mainland Southeast Asia. This vision includes routes through Myanmar, Thailand, Laos, Vietnam, Cambodia, and Malaysia, potentially reshaping regional geopolitics.
