Laos to Reintroduce Sub-Districts in Nationwide Administrative Overhaul

Laos is set to reintroduce sub-districts, known as Ta Saeng, as part of an administrative restructuring plan aimed at improving governance and service delivery. The Ministry of Home Affairs announced on January 21 that approximately 950 sub-districts will be established across the country by mid-2025.
Under the new structure, districts will be divided into smaller administrative units, each overseeing between one and 24 villages. The government will appoint administrative committees, including a chairman and support staff, to manage local affairs. These sub-districts will focus on governance, economic planning, cultural development, and national security, while also aligning with national policies.
Preparations are already underway, with local authorities tasked with selecting personnel and identifying office locations. The full implementation plan is expected to be finalized once the Lao Constitution is updated in mid-2025. The move marks the return of a system first introduced in 1920 during the French colonial era but abolished in 1990.
