Vietnam to Establish Electricity Price Framework with Laos for Post-2025 Period

Minister Nguyễn Hồng Diên outlines strategy during discussions with Lao counterpart Phosay Sayasone.
In the upcoming second quarter of this year, Vietnam is set to unveil a price framework for purchasing electricity from Laos beyond 2025, announced Minister of Trade and Industry Nguyễn Hồng Diên.

During talks held on April 7 with Lao Minister of Energy and Mines Phosay Sayasone as part of his visit to Laos, Minister Diên disclosed that, in response to Laos' request and in accordance with the 2024 cooperation agreement between the two nations, the Ministry of Industry and Trade (MoIT) had instructed Vietnam Electricity (EVN) to explore and propose an electricity purchase price framework for the post-2025 period. Upon completion of the draft, the ministry will conduct an evaluation before submitting it to the Vietnamese Prime Minister for approval.

Minister Sayasone suggested enhanced collaboration between the two countries to design more specific cooperation plans and programs. He also emphasized urgent issues that require immediate resolution.

Among his proposals, Minister Sayasone urged Vietnam to extend support and exchange experiences with Laos in establishing electricity regulatory agencies. He also called for facilitation of goods transport from Laos to border gates/ports in the Vietnamese central province of Quảng Trị and Huế City, cooperation in inspection activities, and development of mineral planning and mineral maps.

Minister Diên endorsed Minister Sayasone's suggestions, including the establishment of a joint working group between the two ministries to address obstacles in bilateral energy and mineral cooperation.

Highlighting Vietnam's commitment to facilitating the transport of Lao goods through borders to ports in Vietnam, Minister Diên emphasized the importance of coal trading between the two countries. He acknowledged Vietnam's high demand for coal and Laos' interest in increasing coal exports, emphasizing the need to reach agreement on reasonable prices.

Additionally, Minister Diên requested the upgrading of existing roads from Kaleum to Vietnam's La Lay and Lao Bảo international border gates to enhance transport capacity.
