Laos Unveils Vision 2040 and Strategy 2030 for Sustainable Land Management
Minister presents draft strategy to National Assembly, aiming for long-term agricultural sustainability
On November 25, 2024, Minister of Agriculture and Forestry, Mr. Linkham Douangsavanh, presented the draft Vision 2040 and Strategy 2030 for Land Management and Development during the National Assembly's 8th Ordinary Session of the 9th Legislature. This initiative focuses on preserving 4.5 million hectares of agricultural land, equivalent to 19% of Laos’ total land area, and provides a strategic framework for sustainable land use and development. The strategy prioritizes food security, increased agricultural production, and enhanced land management practices aligned with national policies.
Minister Linkham highlighted key milestones leading to the proposal, such as the 2017 Party Central Committee’s Resolution No. 026/CPCC, which stressed improved agricultural land management and maintaining forest cover at 70%. Additionally, the 2018 National Land Allocation Master Plan divided Laos' land into eight categories, with agricultural land allocations for rice fields, annual crops, perennial crops, and livestock grazing. Despite progress, challenges remain in completing national surveys, zoning, and implementing land reserves. Once approved, the strategy aims to create a strategic framework for land management, strengthen food security, and guide integration of land-use practices into socio-economic development plans.
The Vision 2040 and Strategy 2030 represent a long-term commitment to sustainable agricultural land management, ensuring Laos' agricultural resources contribute to both national development and global food security.
