In the margins of the ASEAN Foreign Ministers’ Meeting in Laos, Deputy Prime Minister and Minister of Foreign Affairs His Excellency Mr. Saleumxay Kommasith and UK Secretary of State for the Foreign Commonwealth and Development Office, The Rt Hon Mr. David Lammy MP, signed a Green Economy Framework agreement on July 26, 2024. The signing took place at the National Convention Centre, reaffirming commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

The agreement emphasizes the critical role of implementing the UNFCCC and Paris Agreement in guiding cooperative efforts to effectively tackle climate change challenges. The Memorandum of Understanding (MoU) formalizes bilateral cooperation aimed at promoting the decarbonisation of economic activities, supporting climate-risk-based decision-making, creating jobs, and strengthening community resilience. Both parties acknowledge the opportunities and challenges of decarbonisation and the green economy in enhancing energy security, economic growth, and emissions reduction.

Recognizing the importance of open, connected, and rules-based markets, the framework aims to support mutual interests in the green economy. This agreement marks a significant step in bilateral efforts to address climate change and promote sustainable development.
