Vietnam Sets New Pricing Framework for Electricity Imports from Laos, Effective 2025

New pricing for hydropower and wind power imports aims to ensure competitive rates and cost efficiency.
The Ministry of Industry and Trade has approved a new pricing framework for importing electricity from Laos to Vietnam, which will come into effect on December 31, 2025. The framework sets a maximum price of 0.0678 US dollars per kilowatt-hour for hydropower and 0.064 US dollars per kilowatt-hour for wind power.

This five-year pricing plan is designed to encourage competitive negotiations between Vietnam Electricity (EVN) and electricity producers, focusing on cutting costs while remaining competitive with domestic energy prices. EVN's Electric Power Trading Company will be responsible for managing the new framework.

In addition, projects like the Monsoon Wind Power Plant, expected to start operations in 2025, will help meet Vietnam's growing energy demand.
