The Ministry of Industry and Trade (MoIT) of Vietnam has approved a new price framework for electricity imports from Laos, effective from December 31, 2025. The maximum price for hydroelectric power will be reduced to 6.78 US cents per kWh, down from the current 6.95 cents. Wind power rates will also decrease, with a maximum price of 6.4 US cents per kWh.

This framework applies to power plants operating from 2025 to 2030, with Vietnam Electricity (EVN) and power generation units negotiating prices based on mutual benefit and market conditions. The imports will support Vietnam’s growing electricity demand, with plans to import around 3,000MW by 2025 and 5,000MW by 2030.

The agreement aligns with the memorandum signed by Vietnam and Laos in 2016, setting a minimum import capacity target of 5,000MW by 2030.
